Certain courses of the Hong Kong Institute of Vocational Education and Youth College under the auspice of the Vocational Training Council.

Good Citizen Award Fund
Public and Societal BenefitThe Good Citizen Award (GCA) scheme was introduced in 1973 to recognize individuals with contribution to the fighting of crime. Monetary awards funded by the Hong Kong General Chamber of Commerce (HKGCC) are given to members of the public who are recommended by the Police and render positive assistance to the Police in prevention or detection of crime, or in the apprehension of criminals. In 1984, an additional award, the Good Citizen of the Year Award (GCYA), was established to laud the ‘Best Good Citizen’ of the year. The objectives of scheme are to encourage members of the public to report crime to the Police, to be prepared to act as witnesses and to help others when appropriate.

Fisheries Enhancement Fund, The
Environment and AnimalsAs part of the Environmental Impact Assessment (EIA) Study, Airport Authority (AA) has committed to formulate and implement a Marine Ecology and Fisheries Enhancement Strategy (MEFES). The MEFES has been set up for the purpose of enhancing the marine environment for the benefit of marine ecology (including Chinese White Dolphins (CWDs)) and fisheries resources in the vicinity of the project area, in Hong Kong western waters and further afield into the Pearl River Estuary (PRE). The MEFES also functions to provide support and assistance to affected fishers, and to encourage more sustainable fishing operations. In accordance with the Environmental Permit (EP) conditions 2.8 and 2.13, AA has established the independent Marine Ecology Enhancement Fund (MEEF) and Fisheries Enhancement Fund (FEF), respectively, to fund initiatives proposed by third‐parties (eg Non‐governmental organisations (NGOs), researchers and the fishery sector) that support the objectives of the MEFES. A Fisheries Management Plan (FMP) was developed and approved by the Director of Environmental Protection on 18 March 2016, which describes the proposed mechanisms for implementing the FEF, as well as the goals and themes under which funding applications can be made.

HealthHuman ServicesEye Fund (formerly known as Hong Kong Cataract Foundation) was registered in October 2007 as a non-profit charity (R88) approved by the Inland Revenue Department (Inland Revenue NO. 91/8616). Since establishment, Eye Fund has been upholding the mission of “Prevent, Cure and Eradicate Blindness”, conveying the right understanding of eye care and accurate eye information to the general public. Eye Fund has focused on people who care about their health, including the elderly, children and parents, to provide eye care service. Through regular collaboration with community organizations, health education and exhibitions are held to raise public awareness of eye health.

Human ServicesPublic and Societal BenefitERF aims to provide prompt assistance to persons in need of urgent relief as a result of fire, typhoon, flooding or other natural disasters. Grants from the Fund are intended for relief rather than compensation. SWD is responsible for grants in respect of personal injury or death, while the Lands Department, Marine Department and the Agriculture, Fisheries and Conservation Department are responsible for other categories of grants.

The Student Finance Office provides secretarial support to the Fund and the Director of Accounting Services / his representative serves as the Treasurer.

Cantonese Opera Development Fund
Arts and Culture and HumanitiesThe Cantonese Opera Development Fund (CODF) was set up in 2005. The CODF is managed with the assistance of the CODF Advisory Committee. Investment matters are advised by the CODF Investment Committee formed under the Advisory Committee. The Secretary for Home Affairs acts as the Trustee of the Fund. The CODF is set up to support programmes and events that aim to study, promote and assist the continuous development of Cantonese opera. The Fund has been open for application every four months since 2007. Cantonese opera development programmes, including professional training and performances, arts education and community activities, research and archival projects, as well as cultural exchange and venue support projects, proposed by local registered bodies and individuals are eligible for consideration. As a charitable fund, the CODF welcomes donations from different organisations, enterprises and members of the public to help facilitate the development of Cantonese opera.
