- 早在19世紀末葉，英國差會—–倫敦傳道會已派宣教士來華傳道。1899年宣教士祈理信牧師和師母抵達廣州，於上西關西華路萬善里(後以此命名萬善堂)創立佈道所，先後有譚秉剛先生、梁偉持先生負責堂務。 不久地方不敷應用，遂於蘆荻西巷50號的舊庵堂園地，重新改建為禮拜堂，定名為中華基督教會萬善堂。1924年聖誕節舉行獻堂禮，1935年原職接生護士，其後獻身全職事奉的余博文姐妹擔任萬善堂女傳道一職，後由李胡秀珍姊妹接任。 31年李啟榮牧師被推舉出任中華基督教會東江區區牧，也是該會廣東協會東江區宗教教育幹事。萬善堂既屬於中華基督教會，李牧師須牧養萬善堂信徒。 33年春季李牧師就任堂牧，全心牧養萬善堂，他擅長全人關顧，既及靈魂，也及身體，受惠者眾，自此萬善堂日漸興旺，增長迅速。不但主日崇拜人數擠擁，而且開辦中小學及幼稚園、童光院(孤兒院)、即使在抗日年間，環境艱難，仍不斷贈醫藥、施粥飯、興學校、澤孤兒。 抗戰勝利，以至大陸政權易手，李牧師伉儷南來香港，萬善堂在廣州的聖工遂完成歷史責任，有待重現光彩。
