回顧過去十多年，本計劃由2Rs 到 3R (註1)經歷了不少蛻變。 作為對院舍兒童及青少年全面照顧計劃的先驅，三間主辦機構包括播道兒童之家、寶血兒童村及善牧會的董事委員會及院長早於2013年已制定提案和流程，積極尋找合作夥伴和支持者來實踐這計劃。依然不變的願景，是將這全方位照顧計劃擴展到全港4,000個兒童及青少年院舍的名額。
