About the organisation
The Hong Kong Council of Social Service (HKCSS) is an umbrella organisation for non-governmental organisations in the social welfare sector. Committed to building a just and caring society, it focuses on social development through policy research and advocacy. HKCSS supports its member agencies by enhancing their service capabilities across diverse areas, including elderly care, youth development, and family services. The Council also fosters strategic cross-sector partnerships to address pressing social issues and promote community well-being.
Mission
To promote the development of social welfare, together with its member agencies; to enhance accountability of improvement of social welfare service agencies; to promote improvement of social welfare services; to facilitate agencies to better serve the community; to advocate equality, justice, social integration and a caring society; and to set the local welfare sector as a model within international community.
