配合政府提供地區性之社會福利服務及活動，並就區內需要，策劃組織有意義之社區及小組活動，提供活動場所，讓居民參加並透過群眾參與這些活動，鼓勵居民互相合作，親善睦鄰。同時發掘資源策劃及推動元朗區內文娛音樂藝術等工作，其目的在使居民能有機會發揮其所長及為地方服務，培養歸屬感，使元朗成為一個更安定和進步之社區。
