- The Fund has been established since 1955 and provides maintenance grants to students who are in financial need as assessed under a means test and are pursuing full-time courses at one of the following institutions: a. Secondary 4 / Senior Secondary 1 to Secondary 6 / Senior Secondary 3 courses of the secondary day schools approved by the Education Bureau; or b. Certain courses of the Hong Kong Institute of Vocational Education and Youth College under the auspice of the Vocational Training Council.
