正當香港教會及社會開始回應九七帶來的改變時，一群願以實際行動關注香港的神父、修女、教友於一九八五年開始籌劃設立一個專注培育和研究的中心，準備新一代迎向未來。 本中心於一九八六年七月十八日正式註冊成為有限公司，並於十二月四日獲准成為非牟利慈善團體。同年八月十五日， 中心已正式開展工作，舉辦各項培訓和研究活動。 本中心的主要宗旨是： 1. 以公教信仰為基礎，關懷個人及社會的整體發展； 2. 對直接或間接與中心宗旨有關的問題，作出研究。

The objective of the Fund is to help the formation of lay Catholics in H.K. in accordance with the needs of the Catholic Diocese of Hong Kong; to assist the applicant with financial difficulties to receive education, either locally or abroad, in Biblical studies, theology, religious education, moral, justice and peace, liturgy and pastoral subjects etc.; to help in school/course fees and/or living expenses.
